Association Bridge to ... founded in 1991 to work against the effects of wars so-called "humanitarian" on the civilian population in Iraq and elsewhere, is involved in Pisa last year two major initiatives of local civil society: the military campaign against the hub airport, and that against the development of the Solidarity Day in the barracks Gamerra. We assert forcefully our support for these instances and reject any accusation of "mystification" of those who defend the project military hub for humanitarian purposes, and those who believe uplifting to bring children into a barracks during school hours. Many in the military and institutional sincerely hope that the Italian soldiers can only deal with humanitarian operations, but the reality is quite different.
First, it is not for the military to bring humanitarian aid. The United Nations Guidelines for the use of military and defense in support for humanitarian interventions, they are very clear: "In principle, resources of belligerent military forces, or forces that are actively involved in fighting, should be used in support of humanitarian operations. " In addition military resources should be used only as a last resort when you can not otherwise deliver the aid, worth the risk of undermining the perceived neutrality and impartiality of humanitarian agencies, and hence endanger workers and recipients of aid. The armies explicitly state that military cooperation is to win "hearts and minds" of populations in areas of intervention, but this manipulation is clearly rejected.
Secondly, it is misleading to associate the term "humanitarian" in combat operations or military intervention, even if carried out in order to protect the safety of people, separating combatants and to prevent abuse. The rhetoric of humanitarian war has been used to legitimize actions that groped did not have the authorization of the UN Security Council, and the confusion between humanitarian intervention and humanitarian aid is supplied to art to confuse the public. Unfortunately most of the missions of "peacekeeping" are rules of engagement that do not meet the primary objective in the tasks entrusted by the United Nations: the protection of civilians. Italian soldiers in Afghanistan and Iraq in the first are the first to be aware that in those countries are going to fight and not to bring candy. You risk your skin every day and it is not easy to respect international humanitarian law. In the "battle of the bridges in Nasiriyah Italian soldiers fired on an ambulance killing several civilians, but were amazingly acquitted by military prosecutors in Rome. And the budget wars of recent years is well known: the first victims are civilians and the weakest among them.
It is true that Bridge to ... requesting assistance to Italian institutions in Italy to bring an Iraqi girl who needed urgent care, and that the Association Ciardelli supported us in the procedure to be delivered by military aircraft. Unfortunately, the cooperation of the Italian Ministry of Foreign Affairs has little, or no, funding for humanitarian activities or civilian flights to Iraq, and the only carriers used are military. Regular airlines do now with a stop in Baghdad is very expensive, and we did not resources to our friends to buy two plane tickets, no time to wait. So the Iraqi girl and her father boarded a military helicopter that made a stopover in Baghdad, carrying military personnel and goods from other war scenarios. The presence of a child to operate in Italy was not a humanitarian flight, as the press has instead tried to write, by jumping on each other as ever had done for the other guests Iraqis who have brought in Tuscany in recent years with civil flights. Un Ponte per ... years supported with resources from private citizens, 250 children in conflict areas and it is not our custom, unlike others, exploit this activity.
The 46th Brigade has made its some with extreme accuracy and availability in the event of Iraqi children, as the hospital has operated on the Regione Lazio who has paid the expensive operation, the Ministry of Foreign Affairs which has facilitated the issuance of visas, and those between public and religious who have welcomed and hosted free of charge. We asked institutions to support a case that we could not otherwise dealt with, but we will try to continue our work with civil structures and resources. The international military presence in Iraq as in Afghanistan, remains tied to a cruel, unjust war and occupation in which they were committed war crimes and thousands of innocents were killed. And the effects these wars of them are paying especially children with terrible illnesses associated with the use of chemical weapons, pollution of aquifers, to the thousands of mines scattered in the fields.
They too would like to recall a day of solidarity that seeks sincerely and simply to support a worthy project, such as the Children's Home Association ONLUS Nicola Ciardelli. So again, with force, the application to this Association and the Municipality of Pisa to decouple the school activities of this day from the barracks Gamerra and make it a celebration open to all organizations that deal with every day of Solidarity. To each his own craft.
